Eurasian Intergovernmental Council Meeting in Nesvizh: Climate Agenda Decisions

Nesvizh, Belarus: The second meeting of the Eurasian Intergovernmental Council took place on June 3-4.

12 topical issues of Eurasian economic integration were on the agenda. The heads of government of the EAEU countries made strategic decisions on the climate agenda:

  • The parties agreed to jointly develop voluntary interstate standards in the field of climate. This will allow for the implementation of joint projects with partners within the EAEU and beyond.
  • A register of Eurasian validators and verifiers in the field of carbon regulation will be created.
  • The EAEU countries will not create barriers in the internal market of the Union when forming carbon regulation.

Joint statement by Rosaccreditation and the Global Carbon Council on climate cooperation

On June 6, 2024, Rosaccreditation, the national accreditation body of the Russian Federation, and the Global Carbon Council (GCC) signed a protocol of intent.

The parties have agreed on:

  • Joint development and implementation of educational programs on the validation and verification of greenhouse gas emissions, climate projects and emission compensation.
  • Provision of mutual consulting services and information exchange, including the requirements of the GCC Program and their implementation in the accreditation procedures of Rosaccreditation.

As part of further work, Rosaccreditation and GCC plan to sign a Memorandum of Understanding on the recognition of accreditation of Russian bodies for the validation and verification of greenhouse gas emissions by the end of 2024.

Joint Statement by the BRICS Foreign Ministers/Ministers of International Relations

June 10, 2024, Nizhny Novgorod, Russian Federation. The BRICS Foreign Ministers/Ministers of International Relations issued a joint statement, including on climate issues:

  • The Ministers reaffirmed the need to fulfill the objectives and provisions of the UN Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, including the principles of equity and common but differentiated responsibilities and respective capabilities.
  • The Ministers stressed the importance of setting an ambitious new collective quantitative goal for climate finance by 2025 in line with the needs and priorities of developing countries.
  • The Ministers opposed the adoption of any trade restrictions under the guise of combating climate change.
  • The Ministers reaffirmed the importance of accelerating the transfer of low-cost climate technologies from developed countries on an accessible basis, building capacity through the use of available, measurable, predictable and timely new additional financial resources as key tools for implementing climate change measures in developing countries.
  • A common BRICS climate research platform has been created to expand the scientific and expert potential of the BRICS countries.

Resolution of the Government of the Russian Federation No. 665 dated May 23, 2024

On June 1, 2024, amendments to the Decree of the Government of the Russian Federation No. 790 dated April 30, 2022, approving the Rules for Creating and maintaining a register of carbon Units, as well as conducting operations with carbon units in the register of carbon units, came into force.

Changes:

  • publicly available information contained in the register is published on the official website of the operator at least once a month (previously once a quarter)
  • the documents submitted for validation of the climate project, as well as the verification report, are entered into the register.

Decree of the President of the Russian Federation from June 18, 2024, No. 529

The decree approves the priority areas for scientific and technological development and the list of the most important high-tech technologies.

The priority areas include:

  • High-efficiency and resource-saving energy;
  • High-productivity and environmentally resilient agriculture;
  • Adaptation to climate change, conservation, and rational use of natural resources.

The list of the most important high-tech technologies includes:

  • Monitoring and forecasting the state of the environment and climate change (including key areas of the World Ocean, the seas of Russia, the Arctic, and Antarctica), technologies for the prevention and reduction of risks of natural and man-made emergencies, and negative socio-economic consequences.

Climate Projects under the Federal Law “On Limiting Greenhouse Gas Emissions”

Gazprombank Offers a Full Cycle of Agency Services on the Carbon Market

Gazprombank JSC has proposed a full cycle of agency services for the carbon market. Their focus is on the national carbon unit market, with the ability to facilitate interaction with international voluntary standards (Verra, Gold Standard, GCC, Asia Carbon Institute). There are no restrictions on the volume or participants of transactions (legal entities/individuals, Russian/foreign entities).

Services include:

  • Selection of climate projects tailored to client needs and determination of a fair price for carbon units
  • Transaction organization
  • Communication with stakeholders and external communication to avoid greenwashing accusations
  • Technical assistance at all stages
