MOU on Climate Change and Low-Carbon Development with India
On July 8, 2024, a Memorandum of Understanding on Climate Change and Low-Carbon Development was signed in Moscow between Russia’s Minister of Economic Development Maxim Reshetnikov and India’s Minister of External Affairs Subrahmanyam Jaishankar. The signing took place during the visit of the Indian delegation led by Prime Minister Narendra Modi.
This document became the first agreement of its kind between Russia and a South Asian country, aimed at cooperation in the field of climate change adaptation and the implementation of climate projects. It includes issues of carbon unit trading, the development of low-emission technologies, scientific cooperation in climate monitoring, and the assessment of greenhouse gas emissions. The dialogue is set to continue within the framework of a joint working group with India’s Ministry of Environment, Forest and Climate Change.
Climate projects for voluntary carbon markets
Sibur supplied the Turkish companies with polypropylene along with carbon units
SIBUR supplied the Turkish companies Total Sentetik and Abdiogulları with polypropylene in the amount of 350 and 1,500 tons, respectively. Part of the carbon footprint of the products was compensated by transferring to partners certified reductions in greenhouse gas emissions obtained during the implementation of the climate project at Zapsibneftekhim. The quantity of carbon units remains unspecified.

Methodological Recommendations for Climate Change Adaptation in Russian regions
The Russian Ministry of Economic Development has developed methodological recommendations for incorporating climate change adaptation issues into the strategic planning documents of the Russian Federation’s regions. This initiative supports the national action plan for the second phase of adaptation for the period up to 2025. The recommendations aim to standardize approaches to identifying and responding to climate risks at all levels, from sectoral to corporate. The document includes damage indicators, adaptation measures, and climate change scenarios. With these tools, regions will be able to effectively integrate adaptation strategies into their socio-economic plans, reducing vulnerability to climate risks and attracting funding from the federal budget and public-private partnership mechanisms.
