The First Biennial Report of the Russian Federation
The First Biennial Report of the Russian Federation on Transparency, submitted to the UNFCCC, has been published and includes:
- A national report on the inventory of anthropogenic emissions from sources and absorption by greenhouse gas sinks;
- Information necessary to track progress in the implementation and achievement of the nationally determined contribution in accordance with Article 4 of the Paris Agreement;
- Information on the impacts of climate change and adaptation in accordance with Article 7 of the Paris Agreement;
- Information on financial support, technology transfer support, and capacity-building support provided to Parties that are developing countries.
The legal framework
Methodological guidelines for assessing the compliance of regional regulated organizations with greenhouse gas emission quotas have been approved.
By order of the Government of the Sakhalin Region No. 58-r dated January 21, 2025, methodological guidelines have been approved for assessing the compliance of regional regulated organizations with greenhouse gas emission quotas as part of the experiment on limiting greenhouse gas emissions in the Sakhalin Region.
Amendments to the Forest Code for the implementation of forest climate projects
Amendments to the Forest Code of the Russian Federation for the implementation of forest climate projects have entered into force.
Climate Projects under the Federal Law “On Limiting Greenhouse Gas Emissions”
PJSC “RUSAL” sold carbon units to LLC “Biemtek”.
PJSC “RUSAL” sold carbon units to LLC “Biemtek,” issued as a result of the implementation of climate project 04-2023-00000012, to reduce the latter’s carbon footprint. The price was 1,200 rubles per unit, while the quantity was not disclosed by the parties.

Information on the period during which the implementation of the climate project results in the reduction (prevention) of greenhouse gas emissions and/or increase in their absorption: 29.12.2024 – 29.12.2034.
Information on the quantity of carbon units to be issued into circulation upon registration of the climate project: 170 419.
Information on the planned amount of reduction (prevention) of greenhouse gas emissions and/or increase in their absorption as a result of the implementation of the climate project: 170 419.
Project essence: secondary irrigation of the areas of the dried peat deposit “Orshinsky Mokh” in order to ensure the processes of slowing down decomposition and intensification of accumulation of vegetation residues (peat), reduction of greenhouse gas emissions, as well as effective management (in terms of reduction of fire hazard) of forest resources in the areas not subject to secondary irrigation.
Current status of the climate project: implementation.
Carbon Footprint Compensation for the Ak Bars vs. Salavat Yulaev Hockey Match Held on December 18, 2024, in Kazan
PJSC “Tatneft” compensated 38 carbon units from climate project 92-2023-00000003 to reduce the carbon footprint of a third party—LLC “Sports and Commercial Enterprise Tatneft – Ak Bars.”
