Climate Projects under the Federal Law “On Limiting Greenhouse Gas Emissions”
On February 20, 2024, The State Duma of the Russian Federation adopted in the third reading Federal Law “On Amending Article 149 and 343 Part Two of the Tax Code of the Russian Federation” which exempts from VAT taxation the services of the Carbon Unit Registry Operator.
By the decree of the Government of the Russian Federation No. 367-r dated March 1, 2022, LLC “Kontur” is authorized to perform the functions of the Carbon Unit Registry Operator. By the resolution of the Government of the Russian Federation No. 518 dated March 30, 2022, the fee for the provision of services by the operator for conducting operations in the Carbon Unit Registry is determined.
Detailed tariffs can be found on the Registry Operator’s website via the link. VAT is 20% and was separately paid by the executor of the climate project.
The changes will come into force one month after official publication, no earlier than the first day of the next VAT tax period (quarter).
