BRICS Climate Agenda Forum in Contemporary Conditions
At the international BRICS forum held in Moscow on August 29-30, the member countries discussed pressing issues related to the climate agenda. As a result of the forum, a Framework on Climate and Sustainable Development was adopted, outlining the main directions of joint work in the field of climate. This document covers a wide range of issues, including the transition to a low-carbon economy, adaptation to climate change, the development of carbon markets, and attracting investments in environmental projects. Additionally, a Memorandum of Understanding on the BRICS Partnership on Carbon Markets was developed, which is planned to be finalized and signed by the BRICS summit in Kazan. The partnership will allow for the exchange of experiences in creating carbon markets and the implementation of joint climate projects.
MOU on Climate Change and Low-Carbon Development with Azerbaijan
On August 19, 2024 Russia and Azerbaijan have signed a Memorandum of Understanding on climate change and low-carbon development. The document aims to facilitate joint climate projects, exchange best practices in “green” financing, greenhouse gas emissions reduction, energy efficiency improvement, and carbon regulation implementation. The collaboration will focus on launching technologies with low and zero emissions, as well as carbon capture and storage projects. The memorandum is valid for 5 years and envisions active cooperation on international platforms.

List of Instructions Following the Meeting of the Council for Strategic Development and National Projects and the State Council Commissions on Socio-Economic Development
On August 4, 2024, the President approved a list of instructions following an extended meeting of the Council under the President for Strategic Development and National Projects and the State Council Commissions on the directions of socio-economic development of the Russian Federation.
The Government of the Russian Federation, together with the State Council Commissions on the directions of socio-economic development of the Russian Federation, is instructed to take into account the principles of an environmentally responsible economy when forming national projects and to develop indicators reflecting the environmental efficiency of the implemented measures, including the development of technologies and solutions aimed at reducing and absorbing greenhouse gas emissions and adapting economic sectors to climate change. The report is due by September 1, 2024.
A resolution has been adopted on the offset of carbon units to reduce the carbon footprint of third parties
The Russian government has adopted a resolution to improve the carbon unit offset mechanism, developed by the Ministry of Economic Development. The document amends the rules of the carbon unit registry, allowing account holders to offset carbon units for the reduction of third parties’ carbon footprints. This simplifies access to the carbon unit market for SMEs and individual entrepreneurs, who no longer need to register in the registry. The mechanism is aimed at supporting the country’s decarbonization by 2060 and expanding the number of market participants.
