Memorandum on Climate Change and Low-Carbon Development between Russia and Oman

On April 22, 2025, during the visit of Sultan Haitham bin Tariq al-Said to Moscow, Russian Minister of Economic Development Maxim Reshetnikov and Omani Minister of Trade, Industry, and Investment Promotion Qais al-Yousef signed a Memorandum of Understanding focused on climate change and low-carbon development. The document establishes a foundation for practical cooperation in areas such as the development of modern low-emission technologies, the implementation of climate projects, the trade of carbon units, and the assessment of climate risks and adaptation measures’ effectiveness. The parties have agreed to establish a joint working group, led by the Russian Ministry of Economic Development and Oman’s Environment Authority, to facilitate collaboration and foster expert dialogue.

Climate Projects under the Federal Law “On Limiting Greenhouse Gas Emissions”

Sale of carbon units from Climate Project 41-2023-00000007 (PJSC Gazprom) through the National Commodity Exchange

The National Commodity Exchange held its first auction for the sale of carbon units with additional delivery control. The seller was specialized entities of PJSC Gazprom. The transaction price amounted to 900 rubles per unit (including VAT). The carbon units were issued under Climate Project 41-2023-00000007, aimed at preventing methane emissions during the preparation of main pipeline sections for repair works. Neither the number of carbon units sold nor the buyer has been disclosed.

Experiment to limit greenhouse gas emissions in the Sakhalin region

PJSC Sakhalinenergo sells 384 quotas for the emission of greenhouse gases to MUE “Nogliki Vodokanal”

PJSC Sakhalinenergo (part of the RusHydro group) has sold 384 quotas for the emission of greenhouse gases to MUE “Nogliki Vodokanal”. The transaction amount was not disclosed.

Climate Projects under Voluntary Carbon Standards

SIBUR-PETF Retires Carbon Units from the ZapSibNeftekhim Project

SIBUR-PETF retired carbon units from a climate project at ZapSibNeftekhim LLC under the ISO 14064-2:2019 Standard, offsetting its direct and indirect energy-related greenhouse gas emissions (Scopes 1 and 2) in 2024. This fulfilled a voluntary commitment set forth in the company’s ESG strategy. The exact number of retired carbon units has not been disclosed. It is reported that the company’s total greenhouse gas emissions for the year amounted to 22.2 thousand tons of CO₂-equivalent, two-thirds of which were offset with carbon units.

SIBUR Delivered a Batch of Polymers with Partially Offset Carbon Footprint to China

At the Chinaplas international exhibition, SIBUR concluded a deal with four Chinese companies to supply 745.5 tons of polyethylene and polypropylene granules. The carbon footprint of more than 750 tons of CO₂-equivalent was partially offset through participation in the ZapSibNeftekhim climate project.

Approved Energy Strategy until 2050

The Energy Strategy of the Russian Federation until 2050 is a key document integrating climate regulation into the national energy policy. Approved by Decree No. 908-r on April 12, 2025, it is based on the Climate Doctrine of the Russian Federation and the Low-Emission Strategy, aimed at reducing greenhouse gas emissions and adapting to climate change. The strategy provides for the development of low-carbon technologies, such as hydrogen energy and CO₂ capture, as well as the use of gas, hydroelectric power plants (HPPs), and nuclear power plants (NPPs) as economically justified solutions. Despite emphasizing the preservation of Russia’s role as a leader in energy resource exports, the document highlights the need for a balance between economic security and environmental commitments, reflected in the implementation stages until 2030, 2035, and 2050, with priority measures for decarbonization.

Updated List of Greenhouse Gases

By Government Decree of the Russian Federation No. 805-r dated April 4, 2025, amendments were made to the Decree dated October 22, 2021, No. 2799-r, specifically updating the list of greenhouse gases for which state accounting of greenhouse gas emissions and maintenance of the greenhouse gas cadastre are carried out.
